The Bill of Rights was a set of proposals to the recently ratified Constitution to enshrine rights of the people and to specifically state certain powers (or revoke) of the national government. Articles 3 through 12 were ratified on 15 December 1791, which made them Amendments 1-10 with the second article being ratified in 1992 (becoming the 27th). Article 1 was never ratified.
